Emerging Storage Technologies for Solar Mini Grids

One major challenge facing solar mini-grids serving low-income rural communities in countries like India, is the absence of durable, cost-effective, high-performance storage solutions. Conventional lead-acid batteries, which are the current default, struggle on multiple fronts. As a step towards addressing this problem, ITT identified a number of high-potential battery technologies currently not on the Indian market, and̶in partnership with Tata PowerDDL̶conducted a series of rigorous tests to determine the technical appropriateness of these batteries for the rural Indian mini-grid context. Three battery types were tested: Advanced lead-acid (ALA), Aqueous hybrid ion (AHI), and Lithium-ion (with lithium-nickel-manganese-cobalt chemistry), along with conventional lead-acid (Absorbent Glass Mat, or AGM) as a benchmark.


Regional Transmission Planning: A Review of Practices Following FERC Order Nos. 890 and 1000

Federal Energy Regulatory Commission (FERC) Order Nos. 890 and 10001 established requirements that transmission planning regions must follow in regional transmission planning and allocating the costs of new transmission facilities. Order No. 890, issued in 2007, outlined general requirements for local as well as regional transmission planning practices and procedures. Order No. 1000, issued in 2011, laid out specific requirements for: (1) regional transmission planning; (2) consideration of transmission needs driven by public policy requirements; (3) non-incumbent transmission development; (4) interregional transmission coordination; and (5) cost allocation for transmission facilities that have been selected in a regional transmission plan for purposes of cost allocation. This report reviews how these FERC orders are being implemented by the 12 transmission planning regions recognized by FERC.

The Costs and Benefits of Real-Time Pricing

This study, from Citizens Utility Board (CUB) and Environmental Defense Fund (EDF), analyzes how consumers who are currently paying traditional, flat-rate electricity pricing would have fared under a “real-time pricing” program offered by Illinois’ largest utility, Commonwealth Edison (ComEd). Real-time pricing programs charge participants an electricity price that changes hourly according to wholesale market conditions. Using actual usage data from the new digital advanced meters, or smart meters, of more than
300,000 anonymous customers, this is the most comprehensive study of its kind in the country.
